MetroLink seeks insights from SMEs with expertise and capacity to deliver Minor Building Works

Local repair and maintenance providers invited to complete initial Market Sounding Questionnaire  

Transport Infrastructure Ireland (TII), on behalf of MetroLink, has issued a Prior Information Notice (PIN) inviting firms of all sizes to complete an initial Market Sounding Questionnaire.

Small and medium firms are encouraged to respond to this market sounding questionnaire to supply information on their expertise and capacity to support MetroLink with the delivery of certain anticipated works to support its Property Owners Protection (POPS) scheme.

The POPS scheme has been implemented to alleviate any potential concerns that private residential property owners may have regarding potential damage to their property, where their property is situated close to the MetroLink alignment.

CEO of the National Transport Authority, Anne Shaw welcomed this market engagement, saying: “Encouraging early input from industry will help ensure that the approach to minor works is both practical and responsive to local needs.”

CEO of Transport Infrastructure Ireland (TII), Lorcan O’Connor said the initiative reflects a strong commitment to working collaboratively. “This market sounding exercise is an important initiative that will shape how MetroLink delivers the minor building works under the Property Owners Protection Scheme.”

MetroLink is interested in hearing from organisations of all sizes, said Seán Sweeney, Programme Director of MetroLink. He added: “MetroLink needs organisations of all sizes, including small and medium firms, to come on board to support us in the delivery of these vital works for the good of the community.”

These minor building works may include general minor building, repair, maintenance, and upgrading. They may encompass activities such as building fabric repairs, carpentry and joinery, painting and making good, insulation improvements, electrical and plumbing works.

They may also include accessibility upgrades, noise barriers, replacement glazing, glazing upgrades, and minor external works.

The MSQ engagement is a scoping exercise that is a preliminary step toward the potential initiation of a formal tendering procedure, with the aim of establishing a Multi-Supplier Framework Agreement for Minor Works. A call for competition may be issued in Q3 2026.

MetroLink is Ireland's first fully automated, high-capacity metro system, designed to transform public transport in the city. Spanning approximately 19km, it will connect Swords to Charlemont via Dublin Airport and the city centre.    

This innovative and vital programme is a cornerstone of Ireland’s climate and mobility goals, supporting economic growth as well as urban connectivity and renewal. It will offer new business opportunities for a wide range of organisations, from large international firms to locally based Small and Medium sized Enterprises (SMEs).  

MetroLink will also support several thousand direct construction jobs for each year of construction activity up to its opening, as well as a further 2,500 to 3,000 indirect supply chain and support related jobs each year.
