MetroLink seeks Environmental Monitoring Services

Transport Infrastructure Ireland (TII), on behalf of MetroLink is seeking independent environmental monitoring services to support the programme. 

The Environmental Monitoring contract will establish a robust, continuous and auditable environmental monitoring regime. This will support statutory compliance, environmental protection and stakeholder assurance throughout the lifecycle of the MetroLink Advanced and Enabling Works and subsequent main infrastructure works.  

The contract, named the M160 contract, will be procured as a standalone Term Service Contract under the NEC4 suite using the Negotiated Procedure with Prior Call for Competition.

The M160 contractor will be required to interface with other MetroLink delivery contracts including M100 Advanced Works, M120 Heavy Civils, M400 and M500, as specified in the procurement documents. TII reserves the right to cancel this procurement at any time prior to contract award without incurring any liability to applicants or tenderers. 

The services under M160 will include: 

  • Establishment and execution of baseline environmental monitoring prior to commencement of construction activities
  • Ongoing environmental monitoring during construction, in accordance with statutory approvals, environmental commitments and programme requirements 
  • ­Supply, installation, commissioning and operation of environmental monitoring equipment and associated systems
  • Maintenance, calibration, inspection and lifecycle management of installed monitoring infrastructure 
  • Collection, validation, analysis and secure management of monitoring data
  • Preparation of reports to support regulatory compliance, audit and programme governance ­ Integration of monitoring outputs into the MetroLink Common Data Environment (CDE) in accordance with programme information management requirements ­ Provision of technical support to TII in relation to environmental performance and mitigation  

The contract will operate independently of civil works contractors to maintain objectivity and integrity of monitoring data. 

The contract includes extension options up to a maximum total duration of 12 years, exercisable at TII's discretion and subject to satisfactory performance and programme requirements. 

The value of the contract is an estimated €26 000 000 Euro (ex VAT).
